बिजनौर, एसबीकेआई न्यूज। जिले की ग्राम पंचायतें कूड़ा निस्तारण में ऐसा मॉडल बना रही हैं, जो न सिर्फ गांवों को साफ-सुथरा कर रहा है बल्कि राजस्व और रोजगार दोनों पैदा कर रहा है। लगभग 850 से अधिक ग्राम पंचायतें अब व्यवस्थित तरीके से कूड़ा संग्रह और निस्तारण कर रही हैं, जिनमें से कई पंचायतें लखपति क्लब में शामिल हो चुकी हैं। सबसे अधिक राजस्व जुटाने वाली ग्राम पंचायतों में सीरवासुचंद, जालवपुर गूदड़ और पीपला जागीर प्रमुख हैं।
शुरुआत सीरवासुचंद, जालवपुर गूदड़ और सीरवासूचंद जैसी ग्राम पंचायतों ने की, जहां सफाई कर्मियों को घर-घर जाकर कूड़ा एकत्र करने की जिम्मेदारी दी गई। कूड़ा निस्तारण केंद्र पर लाया जाता है, जहां स्वयं सहायता समूह (SHG) से जुड़ी महिलाएं इसे गलने और न गलने वाली सामग्री के आधार पर अलग करती हैं। गलने वाली वस्तुओं से जैविक खाद तैयार की जाती है, जबकि प्लास्टिक, कांच और अन्य रिसायक्लेबल कचरा अलग बेच दिया जाता है। इससे महिलाओं की मासिक आमदनी में सीधी बढ़ोतरी हुई है।
कूड़ा प्रबंधन के बदले ग्राम पंचायतें घर-घर से 20 से 50 रुपये तक शुल्क वसूल रही हैं। इसी मॉडल से ग्राम पंचायत सीरवासुचंद ने अब तक 1,72,650 रुपये, जालवपुर गूदड़ ने 1,65,000 रुपये, पीपला जागीर, धर्मपुरा, अल्हेपुर, बसेड़ा खुर्द समेत कई पंचायतों ने हजारों से लेकर लाखों रुपये तक राजस्व अर्जित किया है। यह राशि पंचायत स्तर पर स्वच्छता, विकास कार्य और समूह की महिलाओं की आमदनी बढ़ाने में इस्तेमाल हो रही है।
कूड़ा निस्तारण केंद्रों पर तैयार जैविक खाद लगभग 20 रुपये किलो, प्लास्टिक 16 रुपये किलो और कांच चार रुपये से अधिक किलो तक बिक रहा है। इससे किसानों को सस्ती और गुणकारी खाद मिल रही है, वहीं प्लास्टिक और अन्य कबाड़ सामग्री उद्योगों तक पहुंच रही है।Dainik jagran
जिला पंचायत एवं ग्रामीण विकास विभाग के अधिकारियों का कहना है कि यह मॉडल शहरों की तुलना में गांवों में ठोस कचरा प्रबंधन का सफल उदाहरण बन चुका है। कूड़ा अब समस्या नहीं, आय का जरिया बन चुका है।

Bijnor, SBKI News. Gram panchayats in Bijnor district are turning solid waste into steady income, emerging as a model for rural cleanliness and local revenue generation. Over 850 gram panchayats have adopted a structured door-to-door waste collection and disposal system, with several now entering the “Lakhpati Club” through waste-based earnings. Leading among them are Seerwasuchand, Jalavpur Gudad and Peepala Jagir.
The initiative began with select panchayats like Seerwasuchand and Jalavpur Gudad, where sanitation workers were assigned household waste collection. The collected garbage is transported to village-level waste processing centres, where women from Self-Help Groups (SHGs) segregate it into biodegradable and non-biodegradable fractions. Biodegradable waste is converted into organic manure, while plastic, glass and other recyclables are sorted and sold, significantly enhancing women’s monthly income.
In return for regular collection, gram panchayats charge ₹20 to ₹50 per household per month, depending on the village and service frequency. Through this model, Seerwasuchand gram panchayat has generated ₹1,72,650, Jalavpur Gudad around ₹1,65,000, and other panchayats like Peepala Jagir, Dharmapura, Alhepur and Baseda Khurd have also recorded strong revenue figures in tens of thousands of rupees. This money is being reinvested into village cleanliness, basic infrastructure and income support for SHG women.
At the waste disposal centres, organic compost sells for about ₹20 per kg, plastic around ₹16 per kg, while glass scrap fetches roughly ₹4 per kg or more, depending on quality and demand. Farmers are benefiting from affordable, nutrient-rich organic manure, reducing dependence on chemical fertilisers, while recyclables feed into nearby recycling units and small industries.
Officials from the district panchayat and rural development wings say this model has become a replicable success story for rural solid waste management, often outperforming towns where garbage lifting happens but scientific disposal is ignored. For Bijnor’s villages, waste is no longer a burden, but a new livelihood stream that combines cleanliness, climate-friendly practices and women’s financial empowerment.
